Reopening of Land Titles Registry Counters

Dear Valued Stakeholders,

       The Land Titles Registry ("Registry") will reopen its service counters in the Taxpayer and Business Service Centre ("Service Centre") at level 1 of Revenue House on 2 June 2020. Revenue House has deployed the Safe Entry system to log check-in and check-out for all visitors and has implemented safe distancing measures at the Service Centre.

2     To facilitate compliance with safe distancing measures to ensure the safety of our officers and visitors to the Revenue House, we seek your understanding and cooperation to adhere strictly to the requirements stipulated in this notice.

Submission of Hardcopy Documents for Instruments E-Lodged in April 2020

3     From 2 June 2020 to 10 June 2020, the Registry will only accept hardcopy documents for instruments e-lodged in the month of April 2020. Please note that the modes of submission of hardcopy documents differ depending on whether a title document is included in the hardcopy documents to be submitted. Please see paragraphs 5 to 8 below for the applicable modes of submission.

4     The Registry will issue a separate notice in due course to stipulate the dates for submission of hardcopy documents for instruments that were e-lodged after April 2020.

Submission of Hardcopy Documents with Title Documents

5     Law firms are required to make an appointment for submissions of documents that include title documents by submitting the Appointment Request Form ("ARF"). Please click here for the link. A screen shot of the ARF and the QR code is at Annex A.

6     In the ARF, please select an appointment date that is at least 1 clear working day from the date of submission of the ARF. Submission hours for the ARF are from 8:30am to 6pm Monday to Friday. An ARF that is submitted after working hours or on weekends and public holidays will be processed on the next working day.

7     Anyone who turns up to submit hardcopy documents with title documents without a prior appointment will be turned away.

Submission of Hardcopy Documents without Title Document

8     The mode of submission is by drop-off into boxes which are designated for this purpose. These boxes are placed at the lobby of Revenue House near the main entrance and at the drop-off/pick-up point. Please adhere to the following requirements when submitting these hardcopy documents:

     (a)  The hardcopy documents are to be placed in a sealed envelope. Please ensure that each envelope only contains the hardcopy documents pertaining to one priority lodgement set.

     (b)  Each envelope is to be clearly labelled with:
          
  • Name of the lodging law firm;
  •           
  • Priority number of the lodgement set;
  •           
  • E-Lodgement date; and
  •           
  • Document type (e.g. Transfer, Mortgage, etc) and the corresponding instrument number of each document.

  • 9     Please ensure that the envelopes placed into the aforesaid boxes do not contain any title document. If you have included any title document in the envelope, the Singapore Land Authority will not be held responsible in the event the title document is lost. Law firms should therefore adhere strictly to the mode of submission of hardcopy documents with title documents stipulated at paragraph 5.

    10     The hours for submission of hardcopy documents with title documents will also be extended to 4pm from Monday to Friday (i.e. 8.30am to 4pm). Lodgement hours1 will remain the same from 8.30am to 1pm from Monday to Friday.

    Submission of Title Issue Instruments e-lodged between 6 April 2020 and 1 June 2020

    11     Notwithstanding paragraph 3, all hardcopy documents for Title Issue Applications (NCT, SSCT, RSA, RCT and SCT) e-lodged between 6 April 2020 and 1 June 2020 may be submitted from 2 June 2020 in accordance with the relevant mode of submission stated in paragraph 5.

    No Delivery of Documents from 2 June 2020 to 9 June 2020

    12     There will not be any delivery of title documents and registered hardcopy documents to law firms from 2 June 2020 to 9 June 2020. This is to give priority to the submission of hardcopy documents for instruments e-lodged when counters were closed.

    Appointment for Amendments

    13     With immediate effect, amendments to be made to hardcopy instruments submitted will be by appointment only by submitting the ARF.

    14     Anyone visiting the Service Centre to amend instruments without prior appointment will be turned away.

    Grace Period for Manual Lodgement against HDB Titles Digitised between 1 March 2020 and 20 April 2020

    15     When our service counters were closed, law firms were unable to manually lodge hardcopy instruments, during the grace period, for HDB titles that were digitised between 1 March 2020 and 20 April 2020. The grace period will therefore be extended to 30 June 2020. Please adhere to the applicable mode of submission as stated at paragraph 5.

    Delay in Processing Time

    16     To ensure a safe working environment, not all Registry officers will return to the office. Hence, there will be delays in processing time for both registration and delivery, especially with the large number of documents to be submitted in the weeks following the reopening of our service counters. We seek your patience and understanding.
